It isn't fair to lay the blame at the feet of Dalton. This behavior is always a problem in any public organization...when a problem comes to the surface, deal with it....and he's done so.

Yeah but this isn't a startling new revelation. It's been going on for years and it was known there was a TON of abuse in the lottery corp.
I'm not blaming Dalton for it. I just question why he waited until NOW to do something.
