Me thinks this is something that works better in private sector than government where there are a lot more useless and powerful people who want to protect their little kingdoms and are willing to black ball those under them who dare threaten that.

Oh and if it works like the whistle blower process its a sham. Yeah right, first step in the whistle blower process, "report the issue to your supervisor" Duhhhh, 2/3 of the time the supervisor or his boss or both are involved in the thing that should be reported so what's he going to do with your complaint, if you are dumb enough to make it?
