Ralph Klein tried the same line of BS in Alberta. The province sets the rules over the Boards and is ultimately responsible for regulations, so they can't duck-and-cover whenever one of the Boards does something stupid or underhanded.
Speaking of Klein, hopefully Newfies find out (sooner than Alberta did with Klein anyway) that Williams is all talk in a silk suit. Klein gave the impression that he was "one of the guys" and that he "stood up for the province" the same way Williams does. The real fact it that if it weren't for the oil boom creating all the money he wasted that he would have left Alberta in a far worse situation when he left than when he took over. As is is we're deep in an infrastructure crisis that we'll probably never get out of, and infrastructure is just the tip of the iceberg of things that were done blatantly wrong or deliberately underhandedly by the Kleinites. If they don't watch out Newfoundland will find the same thing's happened to them courtesy of Danny The Mouth.
