Uh, no. If you want to make some big thing about hygeine, then it's all or nothing. Food and drink are barred from a lot of private establishments, but breastfeeding is different and protected by law.

If the pool is that unhygienic, it should probably be closed. You're not going to stop a baby in the pool who's NOT breastfeeding from swallowing the water, so if you think your water's that bad, you should probably shut down anyways. And baby spit-up is the least offensive of bodily excretions that could possibly wind up in the pool. Besides, say you went off and fed your baby out of sight, it could still spit up once you got back. So either ban babies, or let them nurse wherever, whenever.
This is all nothing but prudishness masked by a thin veneer of safety.

It promotes a strong bond between mother and child due to the close contact, it promotes healthy eating habits because you can't overfeed and teach an infant to ignore the signals that its full, it's not just better nutritionally - it's the best, being able to feed on demand also promotes trust and feeling of security. Nothing else comes close, and no restrictions on it should be tolerated.
