A Toronto constable who opened fire at a suspect in a fleeing car in 2007 was charged yesterday with injuring the man.

Canada needs to adopt the "capture or kill" policy if you can't catch them when they are fleeing, kill them. Teach people to run from the law

I'm a little confused over this one.
I thing the officer should be sentanced to 100,000 rounds at the range.
