Securities regulator deal surprises Quebec, Alberta

Federal Finance Minister Jim Flaherty has announced a voluntary "co-operative capital markets regulatory system," with Ontario and British Columbia agreeing to join. Quebec vows to challenge Flaherty's plan in court.
